Most problems in property buying in Pakistan come from paying before checking. Whether you are booking a new plot in Faisal Town Phase 2 or buying one from another person, the checks below take a few days at most — and can save you from losing your money.
File or plot: what are you actually buying?
A file is a right to a plot in a housing scheme, usually before a specific plot has been allocated to it. A plot has a confirmed plot number, block and size. Under the current Faisal Town Phase 2 payment plan, plot numbers are issued at the time of booking — so if someone offers you a "file" without a plot number, ask exactly what it represents and confirm it with the developer's office before paying anything.
The verification checklist
1. Confirm the plot with the developer's office
Ask the developer's office — not the seller — to confirm that the plot or file exists, who it is registered to, its block, size and plot number, and how much has been paid and how much is outstanding.
2. Match every document
The seller's name and CNIC, the plot number, block and size must be identical on the booking form, allotment letter, payment receipts and any transfer documents. Any mismatch is a reason to stop.
3. Check the payment history
For a resale plot, ask for every instalment receipt and check them against the developer's records. Missing or late instalments may carry surcharges that become your responsibility after transfer.
4. Verify the scheme's approval
Ask for the NOC or approval reference and check it with the Rawalpindi Development Authority (RDA). Remember that each phase is approved separately — an approval for Faisal Town Phase 1 does not cover Phase 2. Our NOC status page explains how to check.
5. Transfer through the developer's office
A resale is only complete when the developer has transferred the plot to your name in its records. Do not rely on stamp papers or agreements signed only between you and the seller.
6. Pay safely
Pay new bookings and instalments only through official bank channels into an account in the developer's name. For resales, pay by traceable bank transfer or pay order, never in cash, and keep copies of everything.
Red flags
- A price far below the current rates on the plot prices page.
- Pressure to pay today "before the price goes up", without time to check documents.
- A request to pay into a personal account.
- Documents that are photocopies only, or whose names and numbers do not match.
- A seller who will not go with you to the developer's office.
Buying from abroad?
Overseas Pakistanis can do most of these checks remotely, and can authorise a relative with a properly attested power of attorney for anything that must be done in person. See our guide to booking from abroad.
